He was born on 10th October 1959 and lives in Seoul, Korea. He has three children.
He graduated from Seoul National University, majoring in economics at undergraduate. He was awarded a Master of Science degree at Korea Advanced Science and Technology Institute.
He had worked at the Ministry of Trade, Industry and Energy of Korean government for more than 30 years. He had served as the secretary of Trade, Industry and Energy to the president from 2013 to 2014. He was appointed to Vice Minister of the Ministry of Trade Industry and Energy in 2014 and served until January, 2016. Following the recognition of public service, he was nominated for a President and Chairman at K-sure, Korea government-owned export credit agency until May, 2017.
He is currently a chairman at H2KOREA, responsible for the promotion of hydrogen economy of South Korea. He has also been teaching graduate students energy policies at Seoul National University.
